on may 12th, the "several measures for guangdong province to further stimulate the vitality of market entities and accelerate the construction of a modern industrial system" (hereinafter referred to as the "measures") was officially released. the 12 new policies are expected to inject fresh development momentum into guangdong's over 19 million market entities.
the initiative emphasizes early-stage investment, support for small enterprises, future-oriented industries, and hard technology. notably, guangdong will establish an industrial fund exceeding one trillion yuan. it will also enhance rewards for regional headquarters and foreign-invested r&d centers of multinational companies, with incentives reaching up to 13 million yuan and six million yuan, respectively.
the first of the measures directly targets the cultivation of new quality productive forces. it outlines plans to compile industrial investment maps for 12 key sectors, including integrated circuits (ic), artificial intelligence (ai), robotics, autonomous driving, the low-altitude economy, biomedicine, quantum technology, commercial aviation, new energy storage, new energy vehicles (nevs), the digital economy, and modern marine ranching. guangdong will also build a database of leading enterprises and top-tier talent to enable precision-driven investment promotion.
to address the financing challenges faced by enterprises, the province will adopt a combined approach of fiscal interest subsidies and government guarantees. for qualified manufacturing and high-tech enterprises, guangdong will provide subsidies of up to 35% of the bank loan interest rate, an increase from the previous 20%-30%. the total scale of subsidized loans can reach 200 billion yuan annually, with individual enterprises eligible for subsidies of up to 20 million yuan per year. each loan contract may enjoy subsidies for a period of up to one year during the policy implementation term.
to accelerate project implementation, the new measures require guaranteed land availability for major advanced manufacturing projects and the streamlined issuance of three key permits—land use planning, construction engineering planning, and state-owned land use rights, enabling "construction upon land acquisition." environmental assessment procedures will be simplified, with strengthened coordination between planning environmental impact assessment and environmental impact assessment.
building on last year's incentives for foreign investment, the measures introduce additional rewards for regional headquarters of multinational corporations. a one-time reward of up to 8 million yuan will be granted to multinational company headquarters that are recognized as the china regional, asia-pacific, or global business division headquarters. when combined with existing incentives, eligible headquarters may receive up to 13 million yuan. meanwhile, certified foreign-funded r&d centers will be eligible for up to one million yuan in support, with an additional grant of up to 5 million yuan for global r&d centers, reaching a total possible subsidy of 6 million yuan.
in the first quarter of this year, guangdong registered 5,922 newly established foreign-invested enterprises, an increase of 16.9% year-on-year. the province utilized 35.76 billion yuan in actual foreign investment. since the beginning of the year, guangdong has launched over 100 investment promotion events under the "invest in guangdong" initiative, hosting promotional activities across japan, south korea, southeast asia, and other regions. in the same period, the province secured 1,580 major domestic investment projects, with a total investment exceeding 560 billion yuan.

進一步激發市場主體活力！廣東推出12條重磅措施
5月12日，《廣東省進一步激發市場主體活力加快建設現代化產業體系的若干措施》（以下簡稱《若干措施》）正式發佈，12條政策為超過1900萬家市場主體注入發展動能。
廣東此次政策聚焦「投早、投小、投未來、投硬科技」，明確組建超萬億元產業基金，加碼跨國公司地區總部和外資研發中心獎勵，最高獎勵額度分別達1300萬元和600萬元。
《若干措施》首條直指培育新質生產力，明確將編製集成電路、人工智能、機械人、自動駕駛、低空經濟、生物醫藥、量子科技、商業航天、新型儲能、新能源汽車、數字經濟、現代化海洋牧場等12個重點領域的產業鏈招商圖譜，建立頭部企業和領軍人才數據庫，實施精準招商引資。
針對企業融資難題，政策打出「財政貼息+政府擔保」組合拳：對符合條件的製造業和高新技術企業年度新增銀行貸款，省財政按不超過銀行貸款利率的35%進行貼息，每年貼息貸款總規模最高2000億元。值得注意的是，本次政府貼息比例上限從過往同類政策的20%到30%提升至35%，政策執行期內單筆貸款合同可享受不超過1年貼息，單個企業年度貼息金額最高可達2000萬元。
在項目落地上，新政明確提出對重大先進制造業項目用地應保盡保，全面推進產業項目建設用地規劃許可證、建設工程規劃許可證、國有建設用地使用權證「三證齊發」，全面推行「拿地即開工」。簡化環評審批流程，強化規劃環評與項目環評聯動。
在去年出台外資項目入資獎勵政策基礎上，《若干措施》新增跨國公司地區總部能級獎勵：對屬於中國區總部、亞太區總部、事業部全球總部的跨國公司總部給予最高800萬元一次性獎勵，疊加之前的政策，對跨國公司總部的獎勵幅度大幅提高，符合條件的總部最高能拿到1300萬元的獎勵；同時，廣東實施外資研發中心落戶獎勵，對經認定符合條件的外資研發中心，一次性給予最高100萬元資助，對跨國公司全球研發中心再疊加給予最高500萬元一次性獎勵，累加最高可以拿到600萬元扶持。
今年一季度，廣東全省新設外資企業5922家、增長16.9%，實際使用外資357.6億元。今年以來，廣東已開展「投資廣東」百場招商活動，在日韓、東南亞等地舉辦系列推介會，一季度，廣東全省共引進內資重點項目1580個、總投資超過5600億元。
